I had to reinstall HOI 2 and now Windows does not recognize the Config file. Windows thinks it is an Outlook file, I cannot open it to change the resolution of the game.

Please help, the default resolution is driving me crazy!
 
Sounds like maybe you were messing around with a mod or editing files.

Do a complete uninstall, then a manual uninstall following the directions in the sticky thread on the subject.
 
If Windows thinks it's an outlook file, then a file extention association has been added/altered within your Windows Explorer. You need to change that in order to edit the settings.cfg file directly from the Explorer.

You have a couple of alternatives here:

1) Start notepad directly. Goto 'open file' in the menu bar, set the selector to 'all files', browse to your Hoi 2 installation and double click on the settings.cfg file. That should now open within notepad, ready for editing.

2) If you have a recent Windows version (2k or higher), right click on the settings.cfg file from within the Windows Explorer, and select 'open with'. Then pick notepad as the (additional) application to open files with the extention .cfg with. It will both open the file in notepad and remember this association for future use, so you can pick it diretly from the right click menu under 'open with'

3) Open the 'Folder options' under the 'tools' menu in the Windows explorer, and pick the 'file types' tab page. Now scroll down to the .cfg file extention and hit the edit button. Now pick notepad from the selection dialof box to alter the file extention association. If done successfull, you can now double click on the settings.cfg file within the Explorer to call up the file in notepad.

Be advised, though, that you cannot alter the resolution of the game via the settings file. The resolution is fixed at 1024x768.

File associations should not affect the game loading those files.

Only if you click on that file to try and load the game.
 
That is, unfortunately, not entirely true.

Microsoft has implemented a couple of nasty, low level tricks in MS Office. Those tricks overule the normal file loader, and forcibly redirect certain file extentions to MS Office components, even if you tell it to open with, for example, notepad.

Anyway, as I understood the original question, there was a problem with manually editing the settings file, not the game itself being unable to open/load it. ;)

No my problem is the file won't launch. I can open the file in notepad and edit to my heart's content, that doesn't help though. My resolution is stuck in something lower than 1064x768, the old way to fix that was to double-click on the settings file and a small window would open allowing you to select the right resolution and to turn music on or off. As it stands now the only setting I can use in game to be able to even see the units is almost blown all the way up, meaning I can't see much of the world at one time. I have the current version of HOI 1.2 and the Stony Road mod, does that effect it?

I checked my laptop and the settings file has changed to an office component there also, after doing nothing with HOI2. I take it this has to do more with windows maybe? I have XP service pack 2.
 
The game only runs in 1024x768, it is the only resolution, so HOI2 does not have a config program that allows you to change res.

As for User made mods, we do not support them since we have no idea what they have changed.

The thing is I know in this case it is not a problem since I have office and the file type is associate with my Office, and it does not effect my game loading.
