I've been playing Multiplayer quite a bit with my friends, however recently me and a specific friend can no longer play with eachother due to the incredibly slow speed our connection appears to be.

In our multiplayer sessions either he or I would host the games and we've never had issues until recently.

For example a savegame transfer to continue a game hardly took a minute to transfer fully, now it takes about 15 minutes. Once the transfer is done I'd be behind 1 - 2 weeks even one the lowest game speed.

I've checked my firewall and nothing out of the ordinary too, and we can play with eachother on other games just fine.
Even tested if we could be in the same lobby with another host and that was completly fine.

So, what do I do from this point? It only affects myself and this person's connection to eachother and only in Crusader Kings 2.

A bit at a loss here.

Me too, to be honest. CK2 MP goes via the Steam servers, but so too does Stellaris - have you tried that also?

Either of you can play with some third party okay?

No, he's not got Stelaris, and it's all fine if someone else hosts, it really is affecting the connection between me and that specific friend.

Which is a bit unfortunate because in our group we're the ones usually hosting due to our access to all the DLC.

If it used to be okay for you, something must have changed for one of you. A new ISP, firewall, router, anything like that?
