I ran into a strange situation when colonising a planet, instead of having 2 colonist jobs filled, i have ruler unemployed. But the point is they was planet i've conquered, destroyed all districts and buildings before removing all pops. Then terraform them for a later colonisation wave. The problem is that you can't destroy or downgrade the main buildings, that's where the 2 ruler jobs came from i'm pretty sure of it.2. What version of the game are you using?

If you have 1 or 2 ok but when you colonize 10 planet at the same time
If you're egalitarian with prohibited relocation pops THAT's a real problem for stability etc , i think you get the point.
