OK, playing as Russia. I am informed that I have a conquisador named Stroganov available in Moscow.

OK, what to do. I don't fancy sending him eastwards on the boat so I'll send him down to the SOuth East and explore the TI south-east of Astrakhan.

Now, I know he's weak in Europe so I send an another army east from Astrakhan to that neutral province (forget the name). Let them mop that one up and then he can strike south and east from there.

So, all goes to plan. Beat up the natives and Strogonov arrives. Then, all of a sudden, more natives. They are quelled with very few casualties apart from Stroganov who, presumably, ends up in the pot.

Now, I wouldn't have considered that province 'Europe' by any stretch of the imagination. Is it that he would have just been weak there but strong when he hit TI (I had an autosave straight after so I can't go back and test)?

OK, on the basis that conquistodori are only strong in the America's and these areas heading East count as Europe.......

I understand the reason for weakening the Conquistadori in Europe and agree with the idea. However, perhaps their stats could be raised (if only for 6 months or so) in completely neutral (i.e., uncolonised territory) like the case above and also raised in TI when heading Eastwards.

This is 'out of Europe' however Stroganov is 5.1.1 IIRC, ie he is not really a tactical ace.
