Conquistadors and Colonies

The rules say that the chances of colonial success improve with a Conquistador present when the colony is established, and the colonial screen seems to confirm this.

The question is: is colony success determined when you first click to establish the colony, or when the settler arrives? In other words, when does the Conquistador have to be there to provide the bonus?

And then the Conquistador has to stay there the whole time?
That is, until the “building” of the settlement is complete?

Success or failure is determined the very second you press on the send colonist button. The only reason to keep a leader there throughout the process is to help quell any native uprising stemming from a failed colonisation attempt. Even for that they can leave and come back. I have had a single conquistador with a good manoeuver bonus galloping up and down a coastline actively helping three provinces colonise simultaneously.
