The war was over. After a year of battles and bloodshed, peace reigned again in the Republic of Spain. 490.000 Spanish died between July 1936 and November 1937. The society and the economy were completely shattered meanwhile the rest of the world did nothing to help us. The new Cabinet, came up after the elections of November, and led by the former Minister Don Claudio Sánchez-Albornoz, will have the enormous task to restore the order and the progress to the Spanish people.

After 10 months playing in Spanish, I decided to continue this AAR in this forum due to the lack of participants. The rules are simple: I'll need six players to roleplay as ministers of the Spanish Republic, each one specialized in one thing (army, navy, air, warfare tech, diplomacy and industry/science). This first months you'll have to play as the following characters but by the end of the year in game I'll accept any change (i'll send you the different options). This weekend I'll do a huge post giving you the entire information (but if you understand Spanish you only have to read the old chapters) about the situation of the army, technology and diplomacy.

Every month until summer I'll do a post talking about what happened that month and the President (myself) will settle some suggestions to discuss and vote. All the ministers will be able to do the same (and, of course, you're able to PM me asking information about whatever). After the voting session, I'll obey the cabinet orders and I'll fulfill them in game.

So, by the moment, I just need 6 players and their picks. (If we go to war, then I'll accept more players as generals and admirals)

RULES:
  • BlackIce is the mod I'm playing with.
  • Each player will represent one Minister and each one will have one vote. In wartimes, we will roleplay as members of the Joint Chiefs of Staff (and I will control the ministries unless there are enough players to have both generals and ministers active).
  • Players are allowed to ask for information (number of troops, technologies developed, statistics...) and the President has the responsibility to answer them (here roleplaying or PM if it's something short).
  • The President has the power to break the deadlock in case of tie in a voting session.
  • Each turn (1 month) will consist in: 1 monthly report // President proposals // "Open Mic", ministers proposals // discussion of the proposals // voting session

Dear Ministers, during the last Cabinet, we decided and voted to improve our military camps and officer academies by specializing their training. Moreover, we purchased 4 S-Class submarines to the United States and 2 squadrons of Handley Page Harrows to the United Kingdom. However, we failed to decide the budget that our education system will receive.

The current situation is stable. 70% of the Spanish people approves our post-war public governance, our foreign currencies reached the number of 2.000 million and there wasn't any strike or revolt during the last month. However, the popularity of the old carlist party (the current main conservative party of our country after the fall of the CEDA and Falange after the war) is dangerously increasing. I don't know what can we do to fight against that but definitely we have to do something.

I continue defending that our top priority is to re-industrialize the country so we can't afford a massive investment in education. Not yet.

During the last cabinet, one of the ministers defended a large investment in education meanwhile I defend an average one. The next four years, our government shoul create more industries, more highways and repair those that have been destroyed during the war. I will submit this to a voting session in order to decide it once per all.

Minister Martínez, our army has 175.000 soldiers active plus 100.000 more in reserve. Our land forces are divided in 5 groups: the GEN (Group of Armies North), the GES (Group of Armies South), the Reserve Army, the Cavalry Army and the Brigadas Coloniales in Africa.

This organization was very useful during the civil war so I highly recommend you to maintain it. However, we've got many things to discuss. Our units are old-fashioned: the majority of our Divisions consist in one Infantry regiment and 1 recon cavalry battalion. In January we approved the creation of Artillery sections for the Northern armies such as the one deployed in Irún or the one settled in Barcelona.

I need to know if you'd add more attached sections or create a new standard Division in order to modernize our army. Germany annexed Austria this month and we do not know nothing about Portugal. Who knows if they will attack us one day if a European conflict starts.

For that reason, our top priority is the modernization and the investment in defensive stuff. Give us your opinion and proposals and we will vote them immediately. No one else will cross the Pyrenees!

I yield the floor and I give the chance to any member of the cabinet to talk, propose or simply give an opinion. After that the voting session will begin. My only proposal for the voting session is the one I made during the last cabinet session:

- To increase the education budget to an average level.
 
To start with, mr. president, I must say I support a small raising of the education spending. If we don't value scientific progression enough, we are likely to fall behind our neighbours in military quality. I would even go so far as to suggest a large investment, but if you think it would hurt our economy, I side with your decision.


Our armed forces should in my opinion be target for the following changes and improvements:

First, all infantry regiments should be expanded to include more men each, while still remaining demobilised. In other words, their size must be increased in peacetime, to then be even larger in wartime. (Increased infantry strength technology)

Second, we need at least three more divisions equiped with artillery, though up to six would be even better. I do however see our weakened economy and how it would prevent this, so reinforcement and modernisation of our already existing forces must go first.

One further step will also be to establish a solid mountaineer army to guard the French border, in the Pyrenees.

Production:
Priority 1 - Spend IC on "necessary" upgrades and reinforcements.
Priority 2 - Produce 3-6 artillery regiments and spread them over the army.
Priority 3 - Manually upgrade 3 infantry regiments to mountaineers, in other words turn 3 infantry divisions into mountaineer divisions. If this gets done, we'll continue with 3 more.

Welcome back, Minister Negrín. Any suggestion you want to share with the rest of the cabinet? Minister Martínez I must remind you that there's currently 6 artillery regiments being trained in our camps and the entire army and navy are being upgraded with the new equipment we are receiving from Europe and the USSR now that the war is over and the ban has been lifted.

OOC: Will you show me where the fleets be at? Upgrading the ports to house larger fleets could be of use.
 
Yes but I don't have the game in this laptop, so during the year I only play Hoi3 once a month (more if there's holidays or much more if its summer) so I'll give you the info this weekend
