First off, I’m fully aware of the limitations of the game and why unlocking all tiles is not possible on console. This is not my suggestion.
Now, that being said, I hate the maps and the way the are cut into the 25 tiles we have. It forces us to make a small (ish) city and in these conditions, any city would optimize their land use. And in many cases your maps are cut in ways that to finish using a piece of land I need to buy one, and in some cases multiple, tiles that will either be mostly water or land on the other side of a river that would make sense to use.
I ended up having an idea that I believe would work in giving console players (or pc players who don’t use mods) while respecting the restriction of the current space we can use now. If we take the 25 squares we have and cut them in 4 (making 100 tiles) and instead of getting the ability to buy one new tile every other level, we get to buy 4 smaller tiles (this being the same amount of space) we could get better control while not making the game use more space than it does now.
