well something is blocking vickys ports, it is a bit more picky than other games. I would suggest loading vnet on vic, then go to a port probe site, i use shuilds up at grc.com. Probe the ports needed by vic. If they are stealth then you definatley have a firewall screwing you up, if they are open, you are good, if they are closed, probably good, vic just isnt asking for them to be open yet

I can't. Victoria freezes as soon as I press the vnet button.
 
Do you have a program like Norton Internet Security, Mcafee or Zone Alarm running?

If so you must give full access to victoria.exe and microsoft direct play. Or disable the program.
