Constant Crashes in Victoria 3

I'm having constant crashes in vic 3. Even after a full reset of the pc with a totally new installation of windows 11 the problems still exist. Victoria 3 is the only game where this is happening, so a hardware problem probably can be ruled out. I also ran benchmarks and the intel diagnostic tool(with stress test on) without finding anything out of the ordinary. Temperatures and workload of the hardware components while playing are also non problematic.

I'm playing on a rtx 4090, an i9-13900K and 64 gb of ram, so min specs are also more than fulfilled.

With a higher speed, the crash will happen earlier, but even on speed 3 the game crashes after 10-20min.

Please help, ive played over 800h of the game without any problems and I'd really like to put another 800+ hours in, if possible.

CPU Model: 13th Gen Intel(R) Core(TM) i9-13900K

Depending on what bios you have (ie who your MB maker is), you very likely have the CPU/bios/AVX2 issue discussed here:
