My ruler currently has two sons who constantly challenge all my steward's, spymaster's and other advisors for their position. The sons do not have higher stats than any of the advisors. In many cases they challenge for absurd positions, like the son with 4 intrigue challenging for the spymaster's position.

My question is, is this intended? This happens once every few months resulting in all my advisors being depressed or stressed and is becoming quite tiresome.

It think the problem is that your sons are shitheads. Seriously, I've never had that happen chronically, I've gotten the event though. Maybe it can be affected by the character's family ties, due to the fact that you haven't given these sons domains of their own.
 
Yes this is as intended ... your bratty little hell-spawns already think they are entitled to something, and since daddy (that would be you) haven't granted them their own realms to play dictators in, they demand high-ranking positions at your court.

As a count, you more or less have to live with this. As a Duke or King, you can grant them land to get rid of them (and the prestige penalty for them being landless).
 
The only time the event really annoyed me was my 2nd son wanting to be the spymaster in my court. He had 3 intrigue and my spymaster had an intrigue of 18! Fail on my sons's part..... and since all his stats were bad "somebody" solved the constant event pop up with an assassination

If you are a multiprovince count running consanguinity or primogeniture, you can also give the son(s) land, they'll still inherit. If you're a vassal of someone, they'll become vassals of the same liege (and will be running TC and semisalic primogeniture, the default laws).
