I believe there was an attempt to create an understandable and stable ruleset which could be used in the exhibition, but nothing ever came of it. What ruleset should we then use?

I think that rule set was pretty standard for its time actually, it was just how The Phoenix applied it that was so out of the box to make it a classic.Bah. If we're going to use a horrible ancient ruleset, then we simply must use the one from In space no one can hear you scream. There is no alternative!
It makes sense to me to rewrite the rules from scratch. Their construction will be influenced by existing rulesets, to be sure.
