I'd say there will be such effort but we should wait at least untill few of us out there get the game 
We are already preparing the 'blueprints' for what will be CORE2. It will not be a quick and rushed release, though. We want a quality product since the first moment and it will take time. Dammit, enjoy the game, it's great as it is! Mods will come later...
Besides, this time game is pretty good out of the box - I suspect that many players will choose to use "vanilla" version instead of mods...

I'll be waiting for Core2 even if it takes ages, I know you guys will make HoI2 even finer with your devotion.
