Can you copy that file manually to the Harddrive?
 
Have you looked at the CD to see if you can see anything obviously wrong with it like a scratch or dirt ...
 
What publisher version do you have?
Their logo will be on the CD.
 
Can you move the whole thing to the HD and try and install from there?
 
Since Paradox does not write the installer for SF it is hard for me to diagnose the problem.
