Cosmic Storms Slider bug?

I have an annoying problem with my game settings. Since I can't stand the cosmic storms, I try to turn them off completeley in my games.
I set the early, mid and endgame cosmic storm maximum to 0 and the timer to 5x. Suddenly a cosmic storm appears in my midgame and I am wondering why?

I quit the game and try to restart a new one, only to notice that the setting for the mid game spawn is not 0 but 1. (early and lategame is 0 as I have chosen).
I set it back to 0 and start the game. I leave the game immediately, look at the settings again and its back to 1.

Is that a known bug? How du I disable those damn storms?
