What's the best way to make a mod where the cost to upgrade ships is something like 15 times higher than it is now, while the fleet cap grows dramatically more quickly?

Should I tie it to some sort of starting techs?
 
Just edit the Defines. FLEET_UPGRADE_MINERAL_COST_MULT, NAVY_SIZE_BASE, NAVY_SIZE_POP_MULT, NAVY_SIZE_SPACEPORT_BASE, NAVY_SIZE_SPACEPORT_MULT are probably what you're looking for.
