I'm getting this issue with eu2 too!

Unable to play two amazing games, and its killing me!

I open the game, my screen turns off and on for a few seconds, then I get the message:-

fatal error, could not initialise video

abort, retry, ignore.

the game CTD then no matter what I choose.

if anyone could help, I'd be immensely grateful!

I'm running xp pro (5.1 build 2600)
amd sempron 3300 2ghz processor
2560mb ram
ati radeon x850 gfx card

Same advice.
1) Make sure you have the latest patch for the game.
2) Rename the AVI folder to AVI_back
3) Set the color depth to 16BIT
4) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
5) Run a Virus check and a Adware/Spybot checker
6) Update your Windows, update your Video card drivers and audio card drivers. Then repeat steps 1-4.
 
I have the same problem and can't fix it with the tips offered here. But my HOI2 DD 1.2 worked before I updated Radeon X700 Catalyst drivers. So probably graphic card drives had something to do with it. I deleted my old drivers so I can't get back to old drivers and test.
 
Yep, problem confirmed to be ATI Catalyst diriver problem. I rolled back to older Catalys driver 8.241.0.0 (21.3.2006) and HOI2 is again working. It seems latest ATI Catalyst drivers are not working with HOI2's (blink?) video.
 
If you have followed step 2), then bink has already been deactivated. So, appearantly the latest catalyst drivers are causing some sort of incompatibility. Although this is not nice to hear, it is, unfortunately, not all that uncommon.

Can you live with the older catalyst drivers for now, or do you need the latest ones for something else? Chances are that in a future version the problems will again be fixed. That is, if ATI is made aware of the problems. ;)
