If someone could help me nail down a few lines of code, I think I could put together a really nice DLC that would make the game function much better for those who want to use the Campus Life, Green, and the Industries DLC.
Overview:
There's a problem with several pieces of DLC in that they boil down to graphical fluff. In most cases your city development slows or is stunted because you've spent all this money and upkeep on things that are less economical than the more basic items included in the game. So I came up with some ideas to fix this, so if you want a challenge so you have to use the DLC parts to succeed.

So I came up with some ideas to fix this, so if you want a challenge so you have to use the DLC parts to succeed.
- Import costs of raw materials spike 2 levels after that industrial type becomes available. For example, Forestry import costs would spike at the Busy Town 4,400 population level. If you don't bother to expand to include this your net income will drop precipitously.
- Pollution values expanded by 2x across the board.
- Coal and Oil powerplant maintenance costs spike 2 levels after they're introduced so going green becomes critical.
- The number of students that can attned vanilla University (Euro/International), and Modern Institute of Technology cut from 4,500 students to 500 students. That should be enough to carry you to enough educated citizens until your city has enough population to start building Campus Life buildings. 2 levels past the introduction of campus life districts, the basic University costs double to make it only usable in unique circumstances.
