Council Positions no longer employed

Every once in a while I get a message when one of my counsel members is no longer employed. So I think they might not want the position anymore, so I replace with some one else or the same person again. If I replace that person, I then get a message that the previous person is a better whatever, so I then replace them again.

I have ben having a problem with this as well, council members suddenly quiting, butket me reappoint them tright after. it just makes pointless clicky work

I have a feeling that they get some event where they choose not to be your councilor. But then the odd thing is you can add them right back.
