Just a question:

- Is countries like England, Scotland, Wales and Northern Ireland going to be independent in this game? Or is it going to be the United Kingdom? Or is it going to be different for different modes. Thanks :)

Not sure about you but I'm more curious about Avatars! Will this nation be in the game or not?

I think it's unlikely they will be independent as none of them are/were. Would make as much sense as Belarus or Ohio being independent.
 
In some modes in Supreme Ruler: 2020 (Gold), England, Scotland, Wales, and Northern Ireland were independent. How do you know these nations could be independent in 2020? It's a what if scenario. What if England, Scotland, Wales, and Northern Ireland were independent during the cold war?

Supreme Ruler 2020 was a game based on a hypotherical fantasy scenario whereby many of the world's nations had fragmented into smaller states. Supreme Ruler Cold War is based on the historical events of the cold war and gameplay thereof. My understanding is that there will be no 'what if' equivalent in this game, and I'm 99% sure that's how it is.
 
Its very likely there will be scenarios,what they will be we have no idea...I wouldnt be at all surprised to see some alternate reality ones.

Things like this were moddable in sr2020,so even if its NOT a given in an official scenario,its very likely to be moddable

In addition, some regions will be capable of "breaking free",and id fully expect at least northern ireland to be one of those.

At this time ,for any remotely definite answers on this, you really need a dev to come by comment....
