No.

Under international maritime law, ships can dock in neutral ports for seventy-two hours; military access in HOI II allows units transit across - and haven in - neutral territory for an indefinite period of time.
 
what can we do about the Finnish civil war and the problems in the baltics, if we make the Sov's in war with them, the wouldn't have a chance, is it possible to make partisans apear in certain areas through events? If so we could use those to simulate the wars, without spending time on new tags etc...and if the partisans take control of the nations main cores, we can create an event getting rid of them and making the country commie...
its just an idea, and i don;t know if its possible, but whatever! :D

I do not believe that there are any more countries that are without descriptions that have not been earmarked for authorship by either myself or Kaiser Franz. If there are any stub descriptions for Latin American countries that urgently require expansion, then I would be delighted with the submission of improved descriptions. :)
 
Bukhara - description
Located in Central Asia, the Khanate of Bukhara was once a mighty Turkmen kingdom. It comprised of the cities that line along the famous Silk road - Samarkand, Bukhara and Khiva. But during the mid 1800's Tsarist Russia meant to march into Central Asia and take it for their mighty Empire. Although the Turkmen put up a good fight, they were eventualy defeated. In 1876 the Russians disolved the Khanate of Kokand, but they did allow the Khanates of Khiva and Bukhara to remain, as Russian protectorates.
But in 1916 a revolt by the Basmchi, rebel turkmen, launched the new Khanates back into independance. During the revoltuionary turmoil the Basmachi would fight the Soviets more than the whites, whom they had joined. This could mean a new rise to power for the Emir of Bukhara and a return to greatness, but can it be done?

any suggestions or improvements will be greatly appreciated..
 
Morocco (I don't know if anyone wrote a description)

Abd el-Krim was the leader of the Rif tribes of Morocco, called in full Muhammad Ibn Abd al-Karim al-Khattabi. An important figure in the administration of the Spanish Zone until 1920, he took up arms against Spanish rule. In 1921 his small force defeated a disorganized and ill-equipped Spanish army. When Spain sent their General Manuel Fernández Silvestre to stop the uprising in Spanish Morocco, Abd-el Krim sent a warning that if they crossed the Amekran River he would consider it an act of war. Silvestre is said to have laughed, and shortly afterwards set up a military post across the river at Abarrán. By mid-afternoon of the same day a thousand Rifis had surrounded it; 179 Spanish troops were killed, forcing the remainder to retreat. Soon afterwards, Abd el-Krim directed his forces to attack the Spanish lines, with great success - in three weeks, an army of 13,000 was forced to retreat by only 3,000 Rifis in the famous battle of Annual. Abd-el Krim’s intentions are to liberate the entire Morocco controlled by Spanish and French troops. Surrounded by two powerful colonial armies how long can Morocco be free?

Created in the early 19th century by freed African-Americans who either wanted to return to Africa to start a new life or were forced to leave Liberia was to eventually earn the honour alongside Abyssinia of being the only independent countries in Africa. Since their declaration of independence from Great Britain in 1846 Liberia has dealt peacefully with several border conflicts over the years with both France and Britain. The twentieth century so far has seen years of tension between the African-American colonists and the indigenous peoples.

The finances of the State were so bad that the pay of government employees was suspended for months.

Costa Rica differed in several ways from other countries in Central America. Because of the largely white population there were no racial conflicts. Farming was dominated by family businesses owned by a broad middle class offering little fuel for a clash of social interests. Politically however influential and rivalling families called the tune and even resorted to military action to achieve their goals. Sugar and coffee were important export goods but bananas were the most important one for which a tight railroad was built improving the economical growth of Costa Rica. The bananas production came slowly under complete control of U.S. businesses (among others United Fruit). Parallel to this Costa Rica has witnessed a calm democratic development with presidents elected in constitutional elections.

It is true that in Costa Rica the democratic tradition dates back to 1889, although direct voting for presidential candidates did not go into effect until 1910. Presidents, however, attempted to amend the Constitution to continue their rule and even dismissed uncooperative legislatures. Ascension Esquivel, who took office in 1902, even exiled three contenders for the 1906 elections and imposed his own choice for president: Gonzalez Visquez. And Congress declared the winner of the 1914 plebiscite ineligible and named its own choice, noncontender Alfredo Gonzalez Flores, as president.
 
Morocco will be included in the mod, using IDs 78801-79000 and the MOR tag.

The Kingdom of Serbs, Croats and Slovenes will also be included using the YUG tag, using the same ID numbers as Serbia (SER).
 
In my opinion, Serbia should be more democratic. It was the constitutional monarchy, there was parliament, elections, and king didn't have much power.
Serbia was more democratic than, for example, Bulgaria, where king had some power. In fact, the period 1903-1914 was the only period in the Serbian history in which it has been really a democratic country.

Here is the flag of Albania under Prince Wilhlem zu Wied, untill he was over thrown by Easat Pasha Toptani, used till October 1914 when overthrown etc

I only found this out a while back, but i'm sure you'll find it useful...if allenby or someone hasn't already found it out...as everyone is aleways so clude up and super-smart... :p :D but i hope this helps none the less..
 
Your flags are indeed correct, but the first flag was used only for a short game time. The second flag has no Albanian symbols (the eagle) and when you reduce it to use in the game it will look like a red flag with a small white dot, plus it was only used during the occupation. Unlike in Victoria, you can't change flags through events, every country can only use one flag for all the game.
But I still prefer the first over the second if you want really change it. :)

Adopted in 1913, it was used in March 1914. Besides, it's pretty similar to the other six thousand variations of flag that they used in the period covered. :p

A good idea. I don't think there is a revolt commadn though. I remember seeing it somewhere on the forums but when I tested it it didn't work. The best you could do is use the revolt risk command and set it to 1000 and make it happen on a few random provnces. This almost gurentees partisans to pop up.
