it seems that all counties have a capital that is a castle, but the county of Ormond has a city (Waterford) instead of a castle as a capital.that generates the error message "holder is of the wrong holding type"

I check in the Ormond.txt file and find that Waterford = city this is the error! and should be replace by waterford=castle

It's very likely intended to be that way. There weren't castles or fortresses everywhere, especially in poorer regions.

edit: if you start in 1185, it has a castle, which is also the capital.

Also, historically, "Waterford is arguably the oldest area of continuous urban settlement in Ireland". Oldest city of the country, and not a castle ;)
