Today, playing as Saxony, I was down to my last coutier. I went about 4 years with no courtiers except my wife. Finally, I reloaded the game after an autosave, and BAM, 4 more coutiers appeared. Obviously, this is an easy workaround, but the code that tells more courtiers to spawn appears to sometimes(at least this once) stop working.
