When starting up the game, it always crashes at the "loading events" screen. Oddly enough, it always works the first time after I reinstall it, but it gets stuck again after I restart my computer.

Has this always happened ever since you've had the game? Or only since what change or update?
Add steam.exe and ck2game.exe to the Exceptions list of your antivirus app.
Is your re-install a full clean reinstall? In particular make sure there are no files or folders left under either the Steam CK2 or Documents CK2 locations, before installing again.

It first happened a few months ago, I'm not sure exactly which update it was. I've tried adding the game to my antivirus exceptions but that hasn't helped and I've done a full clean reinstall as well.
What actual AV app do you use?
When it is playing up, exit the Steam app entirely and run ck2game.exe by itself. When it fails now is there any error message?
Just to clarify this; you say it works the first time you run it after doing a clean re-install, and breaks again when you reboot your computer. But what happens the second and subsequent times you try to run it after a re-install? Is that broken in some different way than it is after the reboot?

This is what my screen looks like after hitting play. I can access the launcher but the game always stops loading at this point after the second time I try to play after a reinstall. After reinstalling it works fine once then goes back to this.
But upthread you said it breaks after restarting your computer. Did you mean just restarting the game, are you saying?
Instead of a full reinstall, can you try just renaming the documents/paradox/ck2/ folder? See if that is enough to get it working again. If so we can then drill down further, eg just the /gfx/ folder there.
