Hello,

I purchased the game a few years ago on Steam and just came back to it and now I can't get it to launch. Once I click play in the launcher I am left with a black screen that crashes after about 10 seconds.

Here is what I have tried so far based on recommendations from this forum and others.

Disabled Xbox DVR
Disabled Xbox game bar
Reinstalled game multiple times
Reinstalled Steam multiple times
Reinstalled Paradox launcher multiple times including properly deleting all files in appdata
Updated drivers
Verified game file integrity
Run steam in admin mode
Run game in safe mode
Run game in windowed mode
Run game in legacy mode
Run game in Windows 7 and 8 compatibility mode
I run a TV as a second monitor and even tried unplugging that to see if that helped
Ensured directory was whitelisted on anti-virus
Disabled firewall, anti-virus, malware, VPN, etc all applications one by one to check compatibility
No background applications are running

After doing each of the above the game still crashes after 10 seconds regardless.

I have no mods and have never had mods installed

My system specs:
Windows 10
Ryzen 2700X
GTX 980
16GB DDR 4

Attached is my DXDIAG file, debug, and latest crash report.

I am able to download the game on my laptop and it runs just fine so I believe the issue has something to do with my desktop.

The point where the log stops is in initialising the audio. Yet I see no problem in that area in your dxdiag.

MSCTF.dll is apparently MS Text Services, but I can't really say from that what it actually does. Do you have any audio apps or utilities that might be involved here?

And I see your Windows 10 has not had a major update for over a year. Can you run the Updater app and have it apply what fixes and updates there are for you?
 
Andrew the Windows update was the issue. Turns out Windows was claiming that I was up to date on all updates even though I was running an old build that was conflicting with my newer GPU drivers. Updated to build 1909 and all is well now.
