You already know me mr. Andrew (probably to your own dismay by now :p), so I guess you know what's up.

You asked me to upload the "dxdiag.txt , the game txt and log files like before, and I suppose a Speccy output too."

I attached the dxdiag, but did not understand what EXACTLY game txt and log files should be, so I decided to upload all of them. There was one eventviewer error right around the time of the crash, but it doesn't "SEEM" to be corresponding to the crash, nevertheless, I decided to upload it (and include a picture of the eventviewer's crashes at the time as well).

I also did not know what exactly in speccy you wanted, so I provided individual screenshots of the summary, CPU, GPU and RAM.

Some additional notes and observations:
  • The crash uploader fails to upload the crashes on both CK3 and Victoria 3.
  • Disabling a little over half the cores (13 to 32), stops Crusader Kings 3 from crashing, and produces instead freezes that are only somewhat inconvenient, causing the game to also be somewhat playable. However, disabling half of them or less (16 to 32 for example), DOES cause CK3 to crash either way. I have tried to see and isolate if there is any particular core that could be defective by disabling each one of them individually and letting the game run (this took well over 30+ tries), but no matter what, the game would crash. Either multiple cores are an issue or none of them are and the issue lies elsewhere perhaps?
  • Since our last troubleshooting in July, I have replaced my 16GB RAM stick (yes, singular) with 4 8GB ones for a total of 32GB. This turned out to be a good idea as the single RAM stick proved to be defective and was causing all sorts of issues right around the time we stopped troubleshooting. I still however have crashing issues, and in terms of CK3 and vicky3, it did not seem to have helped fix anything
One last thing. While I don't really have any evidence to prove it, I suspect that my CPU is the problem maker here. I have contacted the tech shop that helped assemble my pc (unfortunately I do not have the time to learn how to service my computer myself as I'm VERY paranoid I'll break something in the process). From this same tech shop I have acquired the CPU and have a warranty on it. I have contacted them to take a look and see if anything is wrong with it on Wednesday, yet I would like your opinion as well: do you think the issue is with the CPU or do you suspect some other part? Should I tell them to keep in check for something specific?

CPU Specifications​

Total Cores 24
# of Performance-cores 8
# of Efficient-cores 16
Total Threads 32

That seems to be saying there are only 8 p-cores, not 16 as one might think. How that adds up to 32 total cores I have no idea!

However, try using Affinity to restrict victoria3.exe and ck3.exe to only the first 8 cores instead of first 16 cores. Does that help your problem?
 
Each P-core (since it has hyperthreading enabled) counts for 2 cores in the total core count, since it can execute 2 threads concurrently.

Then you get 8 x 2 + 16 = 32 concurrent threads. Which is commonly reported as 32 cores.

However, in this specific case (since hyperthreading is reported as being disabled), there now should be only 24 cores reported, 8 P-cores and 16 E-cores.

It worked! It finally worked! I'm honestly in disbelief, but the game has been running for a fair while now without crashing! I disabled all the "cores" except the first 8 like you asked!

It instead creates regular freezes for about 5 seconds then continues along completely fine. Interestingly enough, alt tabbing in and out quickly breaks up this freeze as well, and having the task manager selected prevents any freezes for as long as I don't click anything in the game. But it's at least at a point where I can "play" the game without pulling my hair out now!
 
Hi! Our programmer looked into the CTD and it appears to be a new one, so I'll add it to our database with all collected information!
Limiting threads used is the correct move here until the issue is fixed.
 
I've decided that I'm going to do a total wipe of my computer system and start over. If that fails, will switch out my CPU for a replacement. Will post results of both here

21/09 update: wipe failed to do anything, so it might just be a hardware issue, I have however gotten on the line with a technician and we have been vigorously trying to figure out what the heck is going on for the last 12 hrs. still no clear sign of what's wrong o_O
