Every time I try to start a game, the loading screen appears (both from launcher and directly), and then after about 5 seconds a game crashes

Looks severe, my guess would be that the installation is corrupt or you have an old .exe or outdated mods that ruin things.
Verify you files via steam. Make sure in the launcher that you have no mods active. Change your language to English.
If none of that helps, manually delete the entire V3 folder in steam and re-install the game.

I have just installed it. 1.14 worked perfectly this summer, this one doesn't. Files are ok
Also, another problem that if I start a game by Steam, Paradox launcher can see it, and my library there is fine, but if I open launcher itself, then it cannot see any games I have

So, this problem was fixed by just deleting all the previous saves and so on. But now while I'm in game and trying to save it, it says that game cannot be saved for some reasons like if there is not enough memory on my PC or else. Also, once I try to change anything in my settings and save it, a game crashes
Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.log
