Crashing on loading screen or menu

Description​

At first I thought outdated mods were casuing the issue. I disabled all mods, verified game file integrity, doing that allowed me to reach the menu. I click new game, select a character, and it crashes in the loading screen before entering the game world. I cant upload a save game because I cant even enter the game world.
