Came here due to a freezing post in the Steam forums and attempting to follow instructions. FYI never had crashing problems with Prison Architect for a long long time. Only thing different this game is I did the aging prisoner DLC and added temperature. Not sure if using those changes something my comp can't handle or something.

No obvious cause in those files, but do make sure you've added the new Prison Architect64.exe to the exceptions lists in your antivirus app.

If that doesn't help, does safe mode work?
