Hello, game was fine the first day. Now I have permanent graphical bugs and I've gone though all the normal steps to take when that happens (verify files, drivers, re-install, play with options, etc.). GPU is a GTX 1660, only a few months old. I've also noticed as soon as I load up a game in CK3 it jump to 98-99% usage even with nothing else running on my PC. No other games do this. The tearing is absolutely crazy when I fully zoom out to see the full map. Any ideas?

Here is an example (this is not a static bug, what you're seeing flicker quite aggressively. I unfortunately cannot capture it in video as my recorder is not working when the bug is happening):

Same I spend 2 hours trying to find out why it glitched. Came up with nothing. I wanted to cry after as I can play the game (it not as bad as yours) but my eyes Hurt xD and my mouse move to much around. let hope they will fix it and that it was just a bug!
 
Let's see what you 3 have in common please:

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/CK3/pdx_settings.txt .
From your Documents/Paradox/CK3/logs/ folder, attach system.log .

What GPU and CPU temperatures are you seeing while in the game?
 
Here you go. Not sure about the exact temperature of GPU on my side but it was pretty hot after just a few minutes of having the game opened. Reducing the graphics to the lowest settings didn't change anything. I did some research and it seems that it's normal for a game to use as much of the GPU as possible so I don't think the problem is overheating.

I am also having this sort of strobe affect. It is cancer to the eyes. Started right up after a cold start from being turned off all night.

Not a lot in common between you two except nVidia. One has Vsync on, the other off, I thought that might have been it but no apparently.

Both please try unloading GeForce Experience, does that make any difference?

If your PC's vendor has given you no way of reading temperatures, install
SPEEDFAN http://www.almico.com/sfdownload.php
 
just to give an update on this, strangely enough I unplugged my 2nd monitor to move it around and after replugging it i'm not having the issue anymore. Same cable and port, very strange.
