A VERY outside the box idea would be to create a dock where the necessary equipment needed to run cities skyline on the Nintendo Switch with mods/DLC can now be done with attachments and a dock like the one used to display onto the TV and charge the console. the dock may contain a powerful CPU, Storage, Processor etc and can be activated when sliding in the switch console and can deactivate the equipment on the Switch where the only thing running would be the monitor used to display the game (or can only be made to run on a bigger monitor if the Switch screen is to small).
Some Disadvantages may be the complexity of doing this and the fact that it could be considered a console itself thus making the price hefty but it could come with all the season passes.
