Create colony in British Travancore.

Hi, Im playing as the UK and from day 1 the colony icon in the upper right corner glows green and when I hover my mouse over it, it says 'we can create a colony in British Travancore.' Despite it already being British and me being unable to turn the province into a state. What does it mean?

Edit: I figured it out and I'm actually going to tell you what it means.

If you go to the location in question, to the left of the national focus button at the top, there is a button to turn the protectorate into a colony. You're welcome, future Googlers.
