Create title?

The "create title" button seems to turn grey even when I can create a title.
Is it a bug? It also seems to be all random when I can create a title and when I can't.

If that doesn't work and if you're not a king, your leige may have already created it for himself. Try checking under his usurp title button.

If you don't personally own a province that is part of a creatable title, the button will be grey. When it's not grey you can create titles that you don't own any province of, if your vassals control sufficent amount of provinces required for the title.

And yes, the logic in this is a bit inconsistient.

As a matter of fact I do own the provinces and I am the king.
The button just stops to work and kind of 15 minutes later I can create titles again, and I haven't lost nor gained any new provinces.
