I need some help.

I want to understand why and how things work when using the editor.

Let's say I load from a template the Hydro Engineer

In the description it says
- Start with a Water deposit revealed

However if I make a new commander and add this line to the description I do not get the effect.

So I assume you have to add something to Function Game Apply(self, City)

Reading the included doc I can't make heads or tails of what I'm supposed to do to make this happen in game.

Yeah this (Function Game Apply(self, City)) needs to be explained. Along with all commands. It was silly of my to think that the core was tied to the description. I figured maybe I could do it in the set game value part of the editor. But that seems limited as well.
 
Oh gezz! It worst then I thought. The (Function Game Apply(self, City) seems to be just used for unlocking techs. The part that changes things like a water deposit is far more complex and the resources needed to make this happen are not easy to access. Unless you write the LUA in the code part of the editor. And I have no idea how you would to that with more information. This is where I give up for now.
