Creating a new scenario

Hello.
While I haven't played the game much yet, I was wondering if there was a 'start from scratch' campaign ? - everyone, including AI, starts from one province and the rest of the world is Terra Incognita.
The only one I've found similiar is the tutorial, and without a save or different countries to choose from, this doesn't cut it.

All the other single player campaigns (at a quick glance)have the world almost completely occupied or explored.

Well there should be a scenario fantasia. it will have 8 nations thrown in all over the world, each starting as you described. Its mostly designed to be played MP but that may be what you want.
