Creating an Alliance

I'd like to form an alliance with a couple of AI nations, for the purely selfish reason of vassalization and eventual annexation. I've got the +200 relations and royal marriage. However, how do you do so? The option does not appear. Can you form a new alliance if you are a member of another alliance?

They might be members of an already existing alliance. My guess is that you have to wait until that alliance expires and then try to form a new one with them.

I guess you'd be able to leave an alliance that you are a member of and then form a new one.

If you are a member of another alliance and not leader? No chance, i'm afraid. Only the leader of alliance has power to call in new allies.
You can always leave your current alliance and create a new one with your victim.
