How do you produce CAG's - I have a whole load of IJN carriers with no planes doing not a lot in Tokyo Bay. There doesn't seem to be an option for creating them in The japanese Air unit production window - or am I missing something?

Production\Land Units\Brigades
The CAG units are developed under the Land Unit\Brigade category. You will also find a number of other attachments for Naval Units can be purchased under that category as well, dealing with Fire Control, ASW, Radar, etc. They can be purchased at the time the naval vessel is originally started in production or produced and added later to a completed ship. They are also subject to upgrades like other "brigades."
