As I have done it, it is possible. The only file needed to edit is province.csv in DB subfolder. There you change the GERM-tags (or HUNG or BOHE) for appropriate provinces into the tag you are making Austria. I suggest you use a user tag, like U000, for creating it as there is no tag for kingdom of Austria. After that you would need to edit worldnames.csv in Config subfolder and change entry of U000 from User Defined to Austria. Then just put appropriate graphic in CoA subfolder (inside Graphics) for U000. If you have nothing else in hand, take a copy of OSTE.bmp and rename the copy to U000.bmp.

Remember to take backups of both csv files before you edit and use text editor to edit csv-files.
 
There are a lot of things you need to check to set up a new country, forgetting any of the important ones will cause the game to crash when loading.

The duchy/kingdom names are in \config\world_names.csv
which provinces are needed for each title are in \db\province.csv
you define the new country in \scenarios\1066_scenario_countries.csv
also the titles related to that country in \scenarios\1066_scenario_titles.csv
if you actually want to play as your new country you need to add it to \scenarios\1066_scenario.eug
choose the map color and army sprites for your country in \db\country.csv
then make sure to change the home country of any characters you want to put there in \scenarios\1066_scenario_characters.csv


A couple of questions for anyone who has done this before:
Is it possible to define characters a new country that is created by an event, or are you stuck with random characters? Looking at the scenario files I don't see any characters defined for the Mongols or Teutonic knights, for example.

Also, is there any way to create a country as a vassal of another country (through an event)?

If I understand things correctly, the steps I've put in braces are only if you want the country to exist from the start. I.e., if you only want your kingdom to be able to be created, grabbed, claimed or usurped, you don't need to define anyting in the files in the /scenarios/ directory.

Bugger, forgot about country.csv. Easy to way to do that is to copy the line of the principal duchy in the kingdom's area (like OSTE for Austria) and put the copied line as a new line after the last entry and change tag appropriately (like OSTE -> U000).
 
Okay, I edited all the files just as Fallout_Boy said to but the game still crashes. I was trying to add Netherlands to all the territories that are under the region Netherlands. I had Dirk Van Holland as the holder of the title and the capital was Holland. I wanted to make a title that COULD be claimed and what not. Any Ideas/Suggestions?
 
Okay so anyways. I click hastings, Netherlands is there with everything set up, i try to start a new game, it crashes. However, if I load a previous saved game, I can create, grant, etc... the title King of Netherlands and everything works fine, even CrusaderED recognizes it. I have been playing as Netherlands for about 40 years off of my old game. What I don't get is why I can't start a new game with it. I could email the files if anyone wants to see them.

with u000 it runs very well ! I create with it a king of Normandy ! quite fun !
