Wanting to create an emergent kingdom ... the ancient Anglo-Saxon Kindgom of Northumbria (Lothian, Dunbar, Duchy of Northumberland and County of York), similar to the way that the kingdom of Wales is and make it an option for the Duke of Northumberland.

Does anyone know of how this is done?
 
By emergent do you mean a Kingdom that is automatically created by an event (king of like the Mongols or Latin Empire), or a new Kingdom added with a de jure territory (non-titular)?

You already can do this in the Rise of Empires mod, own 3 duchies and be independant from England. Set Northumberland to your primary title and voila!

Like Wales, when you have half of the de jure territory, you can create the kingdom

Cheers, I noticed that after posting but it appears you need three full duchies. I'm wondering if it is possible to have 1 duchy and three counties, York (from duchy of York), Lothian and Dunbar (from Scottish Duchy)?

I think it is possible for county titles to not have a de jure duke, but I think you should just add new ducal titles and consolidate them within the available counties for the kingdom. For example, the counties of Northumberland, Lothian, and Dumbar can be in one duchy and the counties of Durham, Westmorland, and York can be in another duchy.

So I'll need to create two additional Duchies. Can a duke create duchies in game?

I'm not sure what you're trying to ask so I'll give you two answers for my two interpretations of your question.

"Can a Duke create another Ducal Title?"
Yes, the only limit to creating titles are for Emperors, they cannot create King and other Emperor titles.

"Can you create a new, non-existing title with no de jure teritory in game?"
No, but you can in the landed_titles.txt file, located in the common folder.
