Nah, that would be impossible, and Napoleon knew it. Much easier to create allied states than to govern an empire.
Impossible like taking every province in in one single giagntic war with china (Vicky), holding them with a unit each.. and annex? (and watch the megarebellions strike, while wealth soars..)
