Leviathan made native councils overpowered. My capital had over 800 development.
 
The Creek seem to be holding their own, although that Spain looks threatening.

What happened in Europe and the Middle East? Is the white a unified HRE and the red in Greece/Anatolia/the Balkans Byzantium?
