Why?? I have the budget up full. And there's still hundreds of dead people and have plenty of them.. But they only ever use 2 out of the 9 hearse. And don't pick anyone up wheres no traffic issues at all..

Unfortunately it's not deathcare that's broken, instead your city's road and service infrastructure has issues. Your current death rate may also influence the situation.

The game evenly spreads the load between each of your deathcare facilities which service the whole city, so crematorium spam on one area like that is counterproductive. Now try to locate your hearses on the road, they're colored purple in the deathcare info view.
