Something is broken with this. I've let the game run idle at fastest speed for 4 hours with zero police stations and zero hospitals/clinics. In this four hour time frame the crime won't pass 20% and health finally dipped down below 50%. There is no way a city with a population of 125,461 could survive more than a few days without a police force and medical aide.
