I am not quite sure if this is a bug or not, but I cant explain it:
(didnt find anything in the forums and in the manual)

In gaul together: 66.2 citizens (30.4% of 217.6 people).
Accumulated Research: 0.3 per month.
Massilia with 8 citizens has 0.6 per month.

And in this province alone: 5 citizens, one freeman and 2 slaves -> 0.0 Research Points. (revolt risk in that prov. 0.4%)

Read the modifiers in the pop up!

You have an impressive -50% modifier to RP due to having the druids on the high council* and your civilization value is low, so adding all the modifiers together, you end up with a total -7.5% modifier to research points for the province (hence treated as zero). The province does thus not provide you with any research.

As all your provinces are getting this huge negative modifier, it is not surprising that your total realm RP is close to zero (you probably only have one or two provinces contributing anything at all).

That should explain it.


* Remember to read decisions carefully before enacting them. The tribal "druids_are_special_snowflakes" decision (the internal name for this decision ) is crippling for research and requires, if I recall correctly, a ruler with the lapsed trait to revoke.
