I think you cannot use for game a Paradox feature that was created for another game.
I mean, you can create your own Roman Empire units for CK2, but you cannot take those of EU:Rome and "pack them" as a mod for CK..

7) No material from one Paradox IP(Game or DLC, includes any content in them) may be used in a user mod, unless that user mod can assure only people with that other Paradox IP installed can use it. If doing that is beyond the technical ability of the particular mod maker or it is impossible then they cannot be used.

So, the only way I think that you can do that would to be to post it onto the EU: Rome forums, as you need to link that to your account. Unless you can set games as prerequisites on steam?
 
i think there was a mod for V2 that changes late game model like soldiers to those of HOI 3.

but yeah it should at least be theoretically possible but only allowable if only people who have the other game. and that's the kicker.
