It seems having high crown authority does not increase the minimum levy you get from your vassals, unless you are in a de jure empire. Kingdom laws do not give you any minimum levy. This applies to both independent rulers and vassals inside the de jure borders of a kingdom or empire.

I second this. It is both in the demo and on the gamersgate version. It is indeed a real bug and only Empire crown laws work for some reason. It is also a major influence on the game and should be somewhat of a priority, because now only low crown authority is worth it. (Appointing generals and revoking titles.)
 
Yeah... I know. I was also able to reproduce it. Unfortunately it will not be fixed in the patch later today (1.03b), but possibly in the next patch.
