Crusades into nomadic land creates nomadic crusader kingdoms

Description​

Pope launched a crusade against Mongolian controlled Zaporizhia, Zaporizhia instead of becoming feudal as expected (just comparing to when they crusade against Clan government types and become feudal) the land remained nomadic and the kingdom tier title which was created by the crusade also became nomadic. Just unexpected behaviour that doesn't track with how crusades and holy wars usually work.

Steps to reproduce​

Launch a crusade into a mongolian or otherwise nomadic territory and win.
