Pedestrian areas use the same painting layer as Parks, Industry and Campus, hence we end up with the dumb situation that you can't have Parks and Campus within a Pedestrian area, despite the perfect thematic fit. In addition, you can get regular zoneable industry in a pedestrian zone, no problem (don't ask me how they transport steel beams and refrigerated meat), but it doesn't work for DLC Industries.
So I propose the introduction of a new Pedestrianized district policy, that acts exactly the same as if you had a Pedestrian Area. Basically a district can act as an alternate Pedestrian area now, solving all the overlap problems in one fell swoop.
So now you'd be able to place a park/campus/industry main building on a pedestrian road as long as they're inside a pedestrian-enabled district. Hip hip hurray.
Note that I proposed another fix here, but this one is probably more elegant, and in terms of code I believe it would be reasonable to implement.
