Same exact problem with me too. Bought through Impulse and trying to save playing with the mod AGCEEP and France, it locks up saying there is no "Save Games" directory. I went to:
AGCEEP\Scenarios\ and made Save Games directory and it saves perfectly now. It sure did lock things up in the meantime though.
"AGCEEP\Scenarios\Save Games" is the finished product.
