Has the game ever run okay on this computer? Or never yet?

Add ck2game.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

It has always run fine on my computer until I installed HIP Golden2 and started seeing CTD's. Once I reverted to Golden1, the problem ceased..and a look at Windows 10 error messages showed quite a few CEFP.exe faults while that mod was installed.

I see. I frankly have no idea how a mod could cause that but it seems clear from your description that it did. Please check with that mod's authors.
