Cultural Festival Parade options swapped

Description​

During the Parade events, the "learn a thing or two" option vs the "see a parade" option have opposite consequences to the button text. The hover text correctly describes the effect, but the button text corresponds to the opposite option.

Steps to reproduce​

During a Grand Tour, have a Cultural Festival, get the Parade option
